Phase 3 of the Downtown Links Project, Church Avenue to Broadway is the final, longest and most complex phase of this 1.3-mile project that will connect Barraza-Aviation Parkway to I-10.
Utility relocations and real estate acquisitions/demolition along the project corridor are substantially complete. Agreements with the railroad are in place and the Arizona Corporation Commission will vote on railroad crossings in May. MainStreet Business Assistance has been working with businesses along the corridor.
The low bid for the construction of the Downtown Links Project was $55 million compared to the engineer’s estimate of $39 million. The construction bids were cancelled and City of Tucson and Regional Transportation Authority (RTA) staff continue to meet to discuss options to close the gap between the low bid and available construction funding. City and RTA staff will work closely with designers to review project constructability over the next few weeks. Once the review is complete, and depending on suggested changes, a public meeting will occur prior to re-advertising the project for construction.
Lead agency and project manager, City of Tucson Department of Transportation (TDOT), and funding agency, the Regional Transportation Authority (RTA), are committed to construction of Phase 3 of Downtown Links.
The City’s goal is to reissue a bid for Phase 3 as soon as possible.
